New NRU Tourist Rental License Coming July 2025: What Marbella Property Owners Need to Know

What is the NRU?

Unlike the existing tourist licence issued by your regional government, the NRU is issued via the national “Ventanilla Única Digital” (single digital window). Every listing – whether a whole property or just a room – must display its NRU in advertisements and contracts. Owners of temporary rentals (renting for work, studies or medical reasons) can obtain the NRU directly, while tourist rentals still require prior authorisation from the regional tourism authority.

When does the law take effect?

While the decree technically entered into force on 2 January 2025, it gives a six‑month grace period. NRUs will be compulsory from 1 July 2025. This means owners should start gathering the required documentation and submitting their application as soon as possible to avoid fines or the suspension of their listings.

Documents and requirements

To register your property you will need to provide proof of ownership, the property’s cadastral reference, capacity, the tourist licence (if applicable) and a certificate of habitability. You must also specify whether you rent the whole property or by rooms and the maximum number of guests. Once the NRU is issued, platforms such as Airbnb, Booking.com and Rentalia must verify that the number exists exists and is valid.

Cost and renewal

The application costs €27 according to the Colegio de Registradores and you must pay this fee for each property you register. The NRU is valid for one year and renewed an must be anually renewed by submitting a simplified renewal form and paying the fee again. There is no limit on the number of properties you can register, but each property needs its own NRU.
